About UsThe Board of Commissioners organized the Housing Authority of the Housing Authority (PBHA) in 1970. The commissioners created the Authority because Jefferson and Cleveland Counties were experiencing a population growth, but did not have sufficient, adequate housing to meet the need. As the need for affordable housing increased, the PBHA continued to build and by 1985, the PBHA had completed its construction of 272 public housing units and its focus included improvement, modernization and maintenance of these units as well as providing opportunities and programs to our residents which assist them in achieving self-sufficiency.
